Insulation top-up in ceiling

I need top up ceiling insulation supplied and installed to meet Healthy Homes standards for the Auckland region (at least R2.9). Approx 110m2 I think. Floor plan image attached. Marked out area in blue is an attic floor, so no access to that portion. Garage is the lower right, so no insulation required there either. Ceiling has downlights, not IC rated. Pull-down attic ladder access. Current insulation is R2.2 glass fiber, installed in 2006. Must supply compliance certificate after job is complete.
