Roof & cladding change

I live in a house built in the 50's which doesn't seem to have Insulation. In order to get insulation under the roof and in the walls, I am thinking of changing both while getting the Insulation in. The roof is long run and the cladding is fibre cement. The pitch of the roof is 2 degrees. Better & economical suggestions would be highly appreciated. Looking forward to responses.
