Install insulation

We would want to install insulation for a 3-bedroom house which is 110 square meters in size. The basement is high enough for installers to work. It is in Glenfield which is very close to the Mall on the North Shore. We want to do both ceilings and under floor. We also want a kind of thick black plastic (sort of) material (sorry don't know the material name) to cover the ground in the basement under the house to stop the dampness.
