Radiator and radiator pipe repositioning

Hi there We have a radiator and radiator pipe that is in the direct firing line when back yard floods. Need the outside pipe to be positioned higher on external wall of house/ radiator positioned higher on internal wall. Hoping someone can help. Thanks Fiona
