Heat pump repair

Our heat pump has stopped working and needs a fix. The on/off button and filter button lights are flashing together and no air (either hot or cold) is coming out. The filter on the indoor unit is clean and no obvious obstructions around the outdoor unit. We’ve tried turning it off and on at the main switch and resetting a number of times. After that it blows a small amount of cold air but then stops and the lights flash again.
