Heat transfer system needs servicing

we bought the house recently and it came with a heat transfer system but we don't believe it works so wonder if someone could come and check it out. The brand appears to be Ultecon (see photo). We know there are ducts around the house but no idea much more about it. Looking for someone to come and assess and let us know what is needed to get it running.
