Picture frame hanging

Need a person to hang 6x heavy pictures in an office building foyer. Grout is quite thin and brittle. Pictures must be hung in a way so they cannot be stolen. We are trying to explore these options of either screwing them into the grout or gluing them onto the tile. We do not want to damage the tile.
