Gib repair, paint, and remount towel rail

A heated taowel rail has been ripped from the wall (by my 16yo son), pulling out two wall-anchors and damaging the gib, as shown. Therefore: 1) The wall/gib needs to be repaired and repainted where the two wall anchors have been ripped from the wall. Possibly the enire bathroom/wall meeds to be painted to get a colour match? I amy have (10year-plus) old paint from the previous owner who put the bathroom in 2) The towel rail needs to be secured in a very robust manner 3) It needs to look as if nothing has happened.
