Deck sanding

Hi, about 8 years ago I painted my deck with the wrong kind of paint (I think) and it's all peeling off and I would like to get the paint off so I can stain it so I think it needs to be sanded off? I tried waterblasting it and it didn't do much so I gave up. It's just not the railings just the deck and 7 steps, the paint is mostly off the steps. Deck is about 3x5m
