Repair roof leak

The roof leak was fixed in Feb 2013. But it still leaks even after the repairs. The previous roofer's job details from his invoice- "Fixed roof leaks as flashings were loose. Siliconed a few holes and rivet heads". I would like someone to fix it thoroughly please, as I don't want to spend again and we don't want the leak to cause any significant damage. Our house is a high roof conversion (two levels), so would need a high ladder. Many thanks
