Repair section 2nd storey guttering

I have a rental property where a section of plastic guttering has fallen off & needs to be replaced. The piece is approx 3-4m long (obvious to see from the ground) and is around the back of the house. The house is 2 storey so the section is high off the ground & around the back of the property so not accessible by vehicle. Property is a 3a Hillary Heights Drive, Glendene. I have a letter from the council requesting it be fixed & will look to upload the picture on it tomorrow. Cheers Rod
