Topsoil Prep for hydro seeding

Hi, We are about to hydro seed the lawn next week. We have put a topsoil already but it became harder in some areas due to landscaping work. We need some help to loose the soil using Rotary Hoe (hardened areas only) and rake it to be levelled across the lawn. Thanks.
