re-installing a whirlygig washing line

I have a whirlygig washing line that was removed from the ground and now needs to be reinstalled. I am not sure if the concrete around the base pole needs to be removed or if the base pole with the concrete on needs to be just stuck back in the ground and throughly cemented. Not a big job by any means. Real small even - but needs to be done.
