Store Room Creation under existing Deck

We have a big space under our deck that we would like to create into a 'Storage Room' for garden tools etc. This will entail leveling the ground & concreting the floor. The walls & ceiling will also need to be lined, a door (we have this) installed and a window installed. We have some panels that could be used for the wall & ceiling lining also.
