I have a lockwood house and the old-style loo cistern overflow pipe goes through the wall to the outside. Rain water has tracked in around the outside of the pipe and dripped onto the timber and partially rotted it. Lockwood exterior walls have a metal covering over the timber on the outside. This metal will need to be removed and the piece of lockwood will need to be either (a) scraped down so all rot removed and a filler piece of timber glued in or (b) remove a section of the timber that is rotted and replace with another piece (I have spare pieces leftover from a renovation). Then after either (a) or (b) or other?? is done, the wall will need to be weather sealed. I am in Alfriston, Manukau, not far from the southbound motorway offramp.
