Create access hatch in decking

I have decking that I am unable to get under as its sealed at both ends. I have one access panel but the joinery under the decking isn't allowing passage past that and I need to be able to get to the pipes which are past there. I'm wanting additional access panel created to allow access to the pipes under here. See attached photo showing access panel.
