Possible roof leak causing damage to wall

Unsure if there is a leak in the roof, a pipe in the roof (one recently got repaired) or something else but yesterday (29 Dec) discovered the paint near the ceiling line was bubbled and touched it to find it full with water. Have looked in roof cavity (unable to get up inside) and cannot see an obvious leak but doesn’t mean there isn’t one. Looking today and trying to peal away wet paint still is some moisture present where the wall meets the ceiling skirting board with occasional drips coming down. Some of the ceiling feels slightly soft near the area also. Unsure of cost as unsure of scale of work required, currently just want someone to come and check it out and go from there.
