Flower bed clean up

1) I have a flower bed in front of the house that is overgrown. I am planning on replanting it in the spring but I need some help to clear the existing plants and weeds from the area and take away the green waste. Everything can be cleared away except the rosemary bush by steps. 2) Also, in front of the house under the citrus tree needs cleared. It looks like some sort of saplings are trying to grow.
