Requires builder or handyman to remove existing flashing, replace it with the correct H one as per the plan drawing. Wall hung clothesline repair

Hello we have a clothesline mounted on a concrete block wall. One side of the brackets has collapsed, therefore the clotheslines are not held taught - I dont know if it can be repaired - my preference - or it needs replacing, either way I need someone to assist please!
