Window and gutter repair

My tenants at my rental in Point England have a couple of jobs to complete. 1. They cannot shut the bathroom window due to wood swell, might need to be sanded to close properly. 2. The gutter in front of the front door is sagging and pouring water down onto the deck when it rains, not sure if its just blocked or needs to be tightened, but it was completely replaced last year. Would appreciate a quote, cheers.
