Urgent - wall repair - panel covering hole in wall

Our kitchen cupboard has a vent hole in the wall to the insides of the house. I have no idea why but done by the builders. A panel has been covering it, it's come off and created an entrance for a rat. Need the panel reattached/replace or hole covered a different way. As a rat has entered wanting someone asap!
