Garden Irrigation

My garden irrigation system is fed from a rain water tank. I think the outlet part from the water tank has become clogged when the tank ran low due to lack of rain. The timer shows the system as working but it's not. I also need an outside tap repaired - I'm under the impression this is a minor job.
