Windy wet weather letting water in - new putty needed maybe?

Our third-story northwest-facing windows were repainted only a couple of years ago. But in the recent windy wet weather, water bubbled in around the tops and bottoms of the frames. So maybe need new putty or a repaint to seal them again? Access is very tricky - hoping this job can be done via access from windows that open on either side of the problem window.
