Retrofit double glazing

I'm looking for a free quote to retrofit up to 3 of the wooden windows in my 1970s house. How many I do depends on the price. The lounge room window is about 164h x 230w, the master bedroom window is about 133h x 230w and the second bedroom window is about 133h x 182w. All of them have some colonial bars, which I'd prefer to have removed. If it's cheaper, I don't mind if some of the opening windows become fixed. I'd like the quote to show different price options e.g. argon gas vs argon gas and low e glass etc. The master and second bedroom windows would need scaffolding to be accessible from the outside. It would be awesome if the windows could be painted up once the job is done too. I'd like this job to be fully completed by April 2019 at the latest.
