timber window repair and/or retrofit

We want to retrofit our existing timber windows. It is a 1950s stucco house and some of the windows are sticking due to paint build up. It doesn't look rotten but windows, frames and sills does need full sanding and repaint. We may look into retrofitting the windows with double glazing (preferable option) or replacing them (only if the cost difference to retrofitting isn't much). The house is 3 bedrooms, so approx 12 windows throughout the house varying in size, the majority being two sash.
