Shoddy windows

I have some timber windows that are coming apart and hard to open and shut. The putty on all or most of them needs replacing before I have the house painted. Several fan windows are 'glued' shut with paint and I'd like them freed. (I don't know if you can do this) and finally, some fan windows will need new hinges and closing hardware. (Again, I don't know if this is your area - but please advise if it's a builder or painter who would do these parts of the job.)
