Timber Window repair OR retrofit OR new upvc frame with double glazing

We have two timber windows in our bedroom that are a bit tired and air leaking. Just would like to seek the options to get it upgraded. The measurement of each window is 125H*195W. The frame is around 3cm thick. One of the window frame has its bottom part falling off and need repair. And please find the attached photo for details. The windows are facing the main street and on the sunny side. We have the following questions: 1. Can retrofit + double glazing apply to such a situation? 2. How about just repairing and get the window fitted 3. new upvc frame + double glazing 3. Quote estimation for various options? 4.
