Repair of villa window

Hi, I have just moved I to a new property and the window appears to have the hinge rusted out and I can't close it which is concerning for safety. I also have a sash window that doesn't open and needs the cord rethreaded and a cat door installed. I appreciate its a busy time of year but I'd like to be able to get the window closed for safety for my daughter and myself Many thanks, Mel
