Issues with glazing and rotting window sill

We live next door to a construction site where screwpiles were installed - this caused significant vibration damage to our home. The windows have a strange film to them now - see photos. It has been leaking through the now the sill is rotten. We need a quote first for our landlords to approve. I can be flexible with when I am home.
