Juliette Window Adjustments

Hi there, We are in need of someone to help us remove our Juliette window/safety barrier as has been installed too close to the window and we cannot clean the glass. We are wanting to add hinges so barriers can swing out and we can access windows for cleaning and be able to lock barriers back into place for safety.
