Gas Fitter to Inspect and Write off Gas Heater

I would like a gas fitter to inspect and write off an existing gas heater on the invoice to be eligible for a heat pump. The energy assessor has requested formal evidence that the heating is insufficient and said that the gas heater is definitely too old however needs it in writing. A written statement on the invoice is sufficient. Disconnection is not preferred however if required then this is ok.
