Clearing and digging out

I have a garden with a low retaining wall in front (about 80cm high) and about 1.8 to 2mt long it is full of very hard earth. I think it is from the original builders and I can't dig it out. This is in a retirement village. I am looking for someone to dig it out and fill it with new soil. I will then either plant my potted Hydrangers in there or if the price is not to high I will include that in the job. I have no idea of what this will cost so am looking for quotes.
