Fill a garden with mulch

I have a sizable makeshift raised garden in my backyard. Pic attached. Looking to have the rubbish green waste in it (see pic, green waste is in right hand corner) mulched and put into the same garden (or removed, which ever is cheapest pls). Also to have some extra arborist mulch provided to fill up the garden to the top. You cant access the garden with a vehicle, wheel barrow will probably be needed to dump mulch in garden which approx a 5-10meter walk from driveway.
