Bring back the garden from the weeds

Small garden, 91-yr old loves her flowers but can't keep up with the weeds any more. Needing someone (who knows the difference between a flower and a weed!) to come in and tidy it up (includes weeds/weeding around the perimeter of the small house) as a one-off, then return every two or three weeks to maintain it. It used to be a bark garden (and bark surrounds) so there's potential for more work to re-instate the bark/bark look.
