Lawn Mowing and Gardening

I am on a corner section, and need the street lawns and inside lawns and edges done. 3 years ago, I spent $32,000.00 having my garden supposedly landscaped with new edging, dirt etc put in. To date, I have sprayed and sprayed the garden to try and get rid of the weeds that cover the garden. So my aim is to try and get a nice garden out of a horrible rip off. I paid for plants that were never planted, had pavers put down and obviously the clown did not know what he was doing. So help with the garden and lawns.
