lawn mowing and garden maintenance

This is a rental property. I have very recently laid Pea Straw on most of the gardens. The job needing to be done, is, to mow the lawn areas with a mower and catcher (not a ride on ) The aim is to lock the pea straw down with lawn clippings to stop it blowing away if the winds get up. Also setting hose with sprinkler attached so watering can help keep all the mulch in place. There is sparse planting of shrubs and flowers/vegetables. Frequency ie weekly/fortnightly (changing with the seasons would need to be discussed) and cost per visit. Tenants moving in soon.
