fencing and levelling of garden area

I have a garden area of approx. 18m x 8m. I want to erect a fence around two sides of the perimeter. The garden slopes from one corner to the other (approx 450mm fall from corner to corner) and so the job will require to have a retaining wall installed to support the weight of the soil along with proper drainage to prevent water logging. Objective is to create a level, fenced garden area to provide play area for kids.
