Garage Door Motor

Power was disconnected. When reconnected the garage door wont lift even though the chain and motor are working. It is a very old unit - Tilt-a-Door. Possibly needs replacing ? I would like a cost to repair or advice on replacement cost.

Garage door arm ripped off faceplate
