Garage door spring holding bracket bolt broken, refix to new position

Hi, Garage door one side, spring holding bottom bracket top bolt head is broken off and bottom one was loose. Need someone to refix it to new location as broken bolt is in the hole i think and inspect somethings is jaming the free movement of the door slider wheel and door cloosing and lubricate it. The frame holding bracket is wooden frame. Pls send me a quote.
