Re-aligning of house piles

The house was re-piled at some stage with concrete piles and wedge-packing. Builder's report says "The piles have not been tied correctly to the bearers. The wire straps are not looped over the bearers and may pull of in an earthquake." This will be a two person job as the house is built close to the ground (building inspector said this is fine, as long as there are two people present).
