Lifting Tiny House needing foundations

My situation is we are currently working with Far North District Council FNDC to become compliant. My daughter's Tiny home 28m2 is currently on skids and it is plumbed and connected to electricity. However we are required to have the house put on some form of acceptable council foundations. We have had a plan drawn up for the foundation recommended (see attached). Due to the condition of our driveway,as we are rural and the driveway needs to be resurfaced we cannot get a hiab down the drive to lift the house and it seems that the best solution is hydraulic jacks. I've attached a few pictures that may give you some indication of what you would be looking at and if this is something you can help with and quote/estimate on for either Jacking or the whole job.
