Piles possibly drawing up moisture

Piles seem to be drawing up moisture as the floor joists were damp in a pre-purchase inspection but there was no near by plumping etc that could've leaked. Have since purchased the house and thought I should get onto getting this looked into before there's any rotting. Possibly the damp proof membrane between the pile and the joist needs to be replaced but that's an uneducated guess.
