Building consent and foundations to make a relocatable dwelling, permanent

My partner and I have recently purchased a unit in North New Brighton for my 73 year old father. The unit on the property needs to be made ‘permanent’. It was granted a temporary resource consent (as emergency housing) which ended this month. The unit is 5-6 years old, and is a 1 bedroom (portacom type) portable building (48 sq metres). It is currently still sitting on its original trailer! The wheels were immobilized as it was secured in place on the property. We were told it should lift easily. We will need help with obtaining consent as well as the foundations.
