Vinyl supply & laying

Dry concrete floor basement work room, needs approx 2m x 5m of (probably) industrial vinyl supplied & laid. Modest preparation may be required. The concrete is naturally quite hard & cold in winter, so other softer but durable flooring may be considered? Rubber ? The room is very "woody" with lots of ply & rimu, but head room issues may arise if floor padded out too much. Mt. Vic property (tenanted) - very easy street level access. Could be significant further work in near future for new vinyls & carpets in main house for the right tradesman!
