Need a quote to replace a vinyl flood that swelled due to water damage

Potentially purchasing a house with water damage to kitchen and laundry area and require a quote to replace the vinyl flooring for bank to review. Builder report's comment below: "There has obviously been a flood through the kitchen and laundry and this has caused the MDF vinyl back flooring to swell. It cannot be repaired and I recommend the overlay be removed. The timber floorboards under the overlay will not have been affected by the flooding."
