These tiles have already been sanded once, and I am told that they cannot be done again because there is not enough left. So I want to know whether they can be restored by any sort of polishing

A disappointing result. Many imperfections in finish, mainly because the process is unsuitable for cork tiles. To their credit, they cut the cost by 50% and were apologetic.
