Gate and steps

I am wanting to make a gate through our back fence to allow access to the steep bank below. This will involve the building of some form of steps from the new gate down to the bank. There is flat access to the house. Photo one shows the back garden. The fence itself is 0.6metres high. Photos 2and 3 are taken from down the bank. The total height from fence to the ground is 2.2 metres. The height of the retaining wall is 1.6 metres. Access to the bank is currently across the back of the neighbour's property.
