Fencing for a slope alongside concrete stair.

Would like an approximately 1m high (from the pitchline) fence built beside part of our sloping concrete steps. 1m length down to first landing, 90 degrees to that 4.5m length down to second landing, then 90 degrees to that a short 40cm length to garage wall (see the pictures). Want it to keep the agapanthus back (so no gaps in the pails) and act as a handrail for the stairs. Prefer a composite or wooden paling fence.
