Fence to keep dog secure

We have a retaining wall (concrete and brick) with a large hill (dirt, grass, foliage) that our dog can jump. We need a fencing solution that keeps the dog secure on the property and has a gate so we can maintain the foliage. We aren’t looking for a world-class fence as it’s not road or neighbour facing, something practical, cost efficient, that will do the job.
