Replace broken fence because of flex

Our fence is made up of bottom half brick and top is decking timber. There is large bushy flex alongside the fence. Because of roots of flex spreading under the brick fence, brick fence has fallen off. Before this fence can be fixed the all the flex need to be removed including roots. Total width of fence is about 14 mtr. I am not in rush to get this fixed. But want it to be reasonable cost.
